FUTURE REPORTS

From this date forward, I will probably submit these public reports on a periodic basis (every other day) as opposed to daily submissions. Of course, in the face of an important development on any issue of any nature, I will most assuredly advise the public accordingly.

POSITIVE CASES FOR APRIL 12, 2020

The report from LDH for this date reflects that the number of positive COVID-19 cases in the State is 21,016 with 884 deaths. This is a statewide increase of 421 positive tests from yesterday and an increase of 44 deaths. The number of reported positive tests in surrounding areas continues to rise, albeit at a much lower rate. The following is the count for our region:

  • Lafayette Parish: 360 cases, 14 deaths
  • Calcasieu Parish: 268 cases, 13 deaths
  • St. Martin Parish: 162 cases, 8 deaths
  • Iberia Parish: 142 cases, 5 deaths
  • St. Mary Parish: 127 cases, 2 deaths
  • St. Landry Parish: 114 cases, 13 deaths
  • Acadia Parish: 101 cases, 5 deaths
  • Jeff Davis Parish: 47 cases, 3 deaths
  • Evangeline Parish: 38 cases
  • Vermilion Parish: 26 cases, 1 death

The total reported positive tests in the above Parishes is 1,385 which is an increase of 47 cases since yesterday. The total deaths are 64 which is an increase of 2. For the benefit of Stephensville and Belle River, Assumption Parish (adjacent to Belle River) has 120 positive tests and 1 reported death, an increase of 4 positive tests and no increase in deaths.

This is the most encouraging report which has been issued in quite a while. However, we must continue to see a positive trend.

PARISH COUNCIL MEETING

On Thursday, April 16, 2020, at 5:00 p.m., the St. Martin Parish Council will have a regular meeting which will be, in part, via video conferencing. There are a number of issues which both the Parish Council and I believe should not be delayed. Moreover, I will render a report on the status of Parish Government affairs with regard to the COVID-19 situation. A copy of the notice and agenda for the meeting is set forth below.

NOTICE IS HEREBY GIVEN that the regular meeting of the St. Martin Parish Council, originally scheduled for April 7, 2020, will be held on the date, at the time, and at the place specified below, upon the call of the St. Martin Parish Council Chairperson, Dean Leblanc, and the Parish President, Chester R. Cedars, all pursuant to Section 2-07 (C) the Parish Home Rule Charter:

NOTICE IS FURTHER GIVEN that acting pursuant to guidance provided by the La. Attorney General by memoranda dated March 16, 2020, and March 19, 2020, and in accordance with Section 4 of Executive Order 30 JBE 2020, this meeting will likely be attended via teleconference and/or video conference by several members of the St. Martin Parish Council. Therefore, the undersigned certifies that if not for the teleconference and/or video conference attendance, the meeting may not occur because of the quorum dictates of Section 2-07 (H) of the Parish’s Home Rule Charter.

NOTICE IS FURTHER GIVEN that anyone wishing to comment upon an agenda item to be voted upon, an e-mail must be submitted to the Council Clerk, Laci Laperouse at [email protected] setting forth the substance of the comment. This e-mail must be received on or before 3:00 P. M. on April 16, 2020. Moreover, the Council policy on public comments shall be applicable except as otherwise restricted or amended by the dictates of this notice.

NOTICE IS FURTHER GIVEN that attendance at the said meeting shall be limited to 10 persons pursuant to Section 2 of the Governor’s Executive Orders 33 JBE 2020 and 41 JBE 2020. This includes Parish Council members, Parish President, and the Clerk of the Council as well as the media.

An Ordinance to authorize the St. Martin Parish Government to enter into an Intergovernmental Agreement with St. Landry Parish Fire Protection District #5 whereby for the sum of $450,000.00, the St. Martin Parish Government will have the right to occupy premises located in the Town of Arnaudville, Louisiana, for the purposes of fire protection services rendered by the Fire Service District of St. Martin Parish and/or the Arnaudville Fire Department.

AS PARISH PRESIDENT, and upon consultation with Chairperson Dean LeBlanc, I hereby certify that but for attendance by video conference or teleconference by several members of the St. Martin Parish Council at the re-scheduled meeting of the St. Martin Parish Council scheduled for April 16, 2020, a quorum as required by Section 2-07(H) of the Parish Home Rule Charter would likely not be present.
